Ted Stilwill says he hopes to rejoin the project full-time once a site is chosen for the 180 (m) million dollar attraction.
The original plan called for putting the rain forest in Coralville, but officials have decided to look at other cities.
Stilwill says educational ideas have moved forward, but many of the details depend on a location and the design.
Stilwill, a former state education director, joined the project in 2004.
